Omar M notes that you can load up a city having a lot of money, and then you can import your terrain and start a whole new city of your own. You will loose the previous city's population, and you may be penalized for terminating your neighbor deals, but at least the money stays!
For information of importing your own terrain into a city, see "Generating custom terrain from bitmaps" (Knowledge Tree article #0057).
