Soon after finishing Millenium 300, I learned how the magic eraser could be used to erase the arcologies while keeping their population. And so, I set out to take advantage of this...
With all the hard work put into Millenium 300, it would be hard to design a whole other city from the ground up. So, instead, I decided to apply the magic eraser to Millenium 300, wipe out the arcologies, and build more zones into the city giving it a higher population. And so, Millenium 400 was born.
Erasing the arcologies not only gave me more room to build while keeping their high populations, but it got rid of their crime, too. The additional zoning added another 50,000 sims, which would tip the population scales just over 9.4 million. That's almost a full 100,000 sims past MaxiANC's population.
As you can see on the zone map, there's two additional strips of dense residential and commercial zones. But that's about the only noticeable difference. See the section on Millenium 300 if you haven't already; it details the basic architecture behind the two cities.
