The density of each tile is a key element in how your city forms. It is believed that over time, each zoned tile is subject to a random set of icons (buildings) for that zone. If a random icon contains a higher density that the existing building, the existing building is replaced. This process continues until the tile contains the maximum amount of sims, which is when the building stops being replaced. This is why you get those clusters of red-brick apartments, because no other buildings at that range of land value have a higher density, and the buildings stay there.
